While I understand that you want a pet of your own, it sounds as if there is already quite a collection there. I would worry that the terrier would fall by the wayside and not get the training he needs - and he al;so sounds like he'll have an issue with a new dog as well.
Don't go out and get any small dog, as terriers are notorious for going after them as if they were rodents. same thing with an IG. Not safe.
If you can workron the terrier a bit, perhaps you can help get him more dog-freiendly - but in the meantime, I think you might be buying a dogfight, and one heckuva vet bill.
I'm sorry.. I'm not sure this sounds like a place I'd add another dog, at least not right away.

The cavalier and poodle are probably a little too smart if you don't plan on doing training with them. I'm going to break down the rest of the breeds:
Dachshund -- they have a nice list of health problems I'd watch out for/ however they are sweet little dogs and don't need the backyard.
English Cocker Spaniel: They probably need a bigger backyard. Think of their original task. They hunted all day long and flushed game birds out for hunters.
Shih Tzu: They are going to require some grooming, but if you don't mind then they'd be alright.
Italian Greyhound: My friend's was really hyper and they had to give it up, however, I do believe that they'd make better pets for someone that has the time for them.
Miniature Pinscher: I grew up with these! I love them, they're smart and very playful (mine is about 10 and can still run like a pup). They can also have a few health problems and are prone to becoming obese, so you'd have to watch for that.
Papillon: I like them, I don't know much about them, but I'm sure your homelife is perfect for one.
Shetland Sheepdog: They're going to need a backyard. Also, their task was to herd sheep during the day -- so they're going to have more energy. If certain dogs can't release the energy, they'll become destructive.
Yorkie: This dog would also work perfect in your home.

My recommendation is a Shih-tzu. Why? They don't shed, they are not super hyper, they love cats, they don't need a lot of exercise, they are super lovable - they like to love and be loved, they bark at people, but are friendly - they are just SUPER dogs!
Also, you may think about a mixed breed. Shih-poos (half Shih-tzu, half Poodle) are GREAT! They have the look of a Shih-tzu and the brains of a Poodle - they are super smart!
When I went to a breeder to get one of my Shih-tzus she had a litter of Cavalier King Charles in the house in a pen. I asked her about them and she told me that Shih-tzus were her favorite breed until she got the Cavaliers. They are very calm dogs - you don't know they are there. But on draw back is they do shed. And they are expensive dogs.
A lot of the dogs you have listed, such as the Yorkies, are hyper dogs. I did not want a yappy dog.
I would just research each breed and find the one that is best for you. That is what I did. I wanted a Yorkie until I read more about them.
Good luck!

I love my Miniature Pinscher. They can be bossy towards other animals but they don't try to do any real harm.

Get a standard poodle. Standard Poodles do not shed, and they are extremely smart. My family has one, and he is the best dog we have ever had. He is a total people person, and he loves attention. Good luck!!!
PS: get a standard poodle!!!!!

We were interested in the cavalier king charles spaniel, but our research showed that they were an expensive dog, with a ton of health problems, and might only live 7 years. I have shelties, but it is hard to find a good breeder of shelties anymore. They are becoming a very nervous breed. Good luck with your choice.
