sneaking a dog on a train is a very bad idea, what if you get caught? you and the dog will then be stranded, what then?

BAD idea - what if something happens and you get caught?
You would be put off the train and stranded somewhere between rochester and albany.
Far better to rent a reliable car for the trip with your dog.

I got a black travel bag it looks like a purse with heavy mesh at petsmart and I put my cat in it . Was on line to purchase tickets for 1/2 an hour, in line to wait for the greyhound bus for an hour, then went right by the bus driver.
2 hour drive to NJ and nobody ever noticed.I had my own seat so I had my hand on his little head all the way. He did not make any noises not even once.
Maybe you can get a calming pill from the vet, so she/he will sleep all the way just in case

Ask if you can put your dog in a carrier, they may have a car for animals, like planes have similar compartments.
My son is allergic to dogs, so even if the dog was well-behaved, it might trigger his asthma. This could be part of the reason for the regulation.
Another option is to look on craigslist for rides offered, and carpool with someone.

They have the rules for a reason. It may be inconvenient for you, but wouldn't you feel bad if you caused someone to go into anaphylactic shock (very, very bad allergic reaction that can cause death) just because you couldn't find a different way?
How about renting a car that is more reliable in the snow? Or having a friend watch the dog while you're gone?
Sneaking her on the train will only put you at risk for getting some serious problems (and your dog too!).

You risk being kicked off or paying a huge fine. Can you be sure that i'd be quiet the whole time? I believe that Greyhound bus lines may allow small dogs. You could also rent a car that's better in the snow. I would NOT risk sneaking the dogs on. You can't be 100% sure it won't whine or bark and what if the person next to you is allergic? Plus, you'd have to put it in something with holes or an open top which may draw suspicion from the conductor. Do you have a friend who could watch her? Or is there a really nice dog kennel? Or how about a pet-sitter? I pet sit and I love dogs. I'd probably even bring your dog to my house and let it sleep in my bed (I love papillions) but I don't live in New York. Check out Greyhound though. You could always take a plane too that allows dogs and just put it by your feet since it's so small. You have to buy a ticket for your dog though and that's expensive. The flight may be cheap though since it's so close. One last option? A cab???? Hope I helped. My advice is NO though! Don't risk it.
I see that you are interested in dog therapy which Papillions are great for. Have you also considered agility? I do it with my Shelties. Papillions are awesome at the sport and they love it. My club has 5 Papillions in it and they all have lots of titles. Here's some agility information and your dog is never too old to begin. http://www.dogpatch.org/agility/http://www.canismajor.com/dog/agility.ht…

This answer is going to require a bit of effort on your part. Hurry and get the dog into therapy training classes. Get her certified and once she has the accreditation she will be allowed anywhere, just like a service dog. I wound up doing this with the chihuahua in the avatar pic. She had belonged to an elderly lady who was deaf. The dog was trained to let her know if there was someone at the door, if the oven timer or smoke alarm was going off, etc. After the woman died, the dog wound up distressed because she didn't have a "job". I got her certified as a therapy dog and now she goes to nursing homes to visit with people. She also goes to the grocery store with me, the dentist and just about every where else. With the proper training and certification, your dog should be welcome anywhere. Legally!
Additional: My girl is with Therapy Dogs International Inc. The good news is that they have a facitilty in Rochester! It's Gayle Person's Dog Training Academy. Check out their website for the time and place and requirements.
