Papillons Hard To Housebreak?

My Papillon is a year and a half old and he wears diapers! I tried until he was almost a year old to house train him and he knows to go outside and will sometimes, but as soon as we get back inside he thinks it’s ok inside too. He lifts his leg and pees every hour or two while inside, no matter what I do! I heard that Papillons are very, very difficult to housetrain. And pooping-whenever he feels the urge he just poops, wherever he is! Is he going to have to wear diapers his whole life? I also have a 4 yr old Rat Terrier and she likes to pee inside too, on the rug! She knows it’s bad, she knows to go outside. She can hold it a long time, but she’ll be bad and pee on the rug! I don’t know what to do, maybe I should find her a new home?? I can’t have them ruining my things, they are expensive as it is!

It’s a total myth that small dogs are hard or even impossible to housebreak.
I have 4 Chihuahuas which are supposedly amongst the hardest to housebreak. Throw into the mix that 3 are males which are supposed to be harder to train than females. The longest any of them took me to housebreak was 4 weeks. Only one took that long because I was sick and was not as vigilant as i should have been.
Go out and buy 2 crates. One for each dog and start crate training both today. They stay in the crates unless they have just been outside to go to bathroom. Then they stay out for a maximum 30 minutes to play then back in the crate until they have been again. If they mess on the floor back in the crate right away. Because this has been going on so long you might have to keep them outside for the playtime every time until they learn pee and poop outside and not inside. Over night they should always be crated. Let them out right before bed and then they stay in until the morning. Make sure they are not staying in more than 8 hours.
Make sure both are spayed/neutered as that will help too.
If you do it properly they can be easily housebroken. They will not do it on their own. It’s all in your hands
Try crate training. My Papillon was housebroken in two weeks this way, at 3 months of age.
Wags of Wisdom please tell me how you housebroke your 3 mo old Papillion. I have a 5 mo old who I have had for 2weeks and he was doing good at first but now he is regressing. I hate putting him in a crate all the time.
