My Papillon Dog- Litter Training…?

Hi,
I just adopted a 3 year-old male Papillon and was wondering how to go about litter training him. We live in an apartment in Bozeman, MT and it would be better for him, because it’s cold here and. He’s had a couple accidents so far, but I know it’s not his fault, his just confused as to where to go.
After his accidents, I’ve gently scolded him and taken him to the litter box as fast as I could. Any advice to make this transition easier on him would be greatly appreciated! Thank you all!

    scented dog pads. place it near or in the litter box until he gets used to going there.
    oh, and praise him a LOT each time he goes there. (treats help) and say potty potty potty each time, so next time when you’re about to leave somewhere, say potty potty potty so he doesnt have to go in the car. (it takes patience and time, though)
    it will work, and just throw it away when he’s done.
