It is a puppy it is just playing. Maybe try him in some dog training classes. Tell your dad to keep playing with him.

Your dad needs to start throwing treats at the dog when he walks by. He doesn't need to look or say anything to him at all. He needs to let him come to him. Once he realizes that every time he comes near him he gets treats, he should start to calm down a little. Your dad needs to be calm and makes sure he doesn't tower over him and keep things positive.
When he runs to you for "protection" walk away. He's not behaving appropriately and you're not going to defend him. Don't say anything to him. He's tuning out your words.

This is hard as dogs have a sense something is'nt right..Your dad may say he likes dogs but the fact is he does'nt really care for the small breed..The dog senses this.Maybe if your dad alone took him for walks or played outside with him alone, fed him gave water the dog would associate his kindness and change his attitude..But do it now before the dog gets older. My daughters pup hated the hubby and then he served her with divorce papers so the dog definitely knew something before she did

ok lets think this another way it started when he was behind you and he wont listen to you the thing is get your dad to reprimand him verbally and just say stop or no this may have to be done a few times in order for you dad to get the respect from the pup that he should the pup has no respect for your dad and is trying to protect you this will get worse for your dad he will bite him if you don't stop it now

Papillon are funny like that, sometimes they simply don't like someone and will do anything in their power to get away from them. I highly doubt that it is an Alpha situation as your dog is still far too you to be fighting for dominance.
Never try to force interaction with a Papillon, as this will make them more inclined to perform the negative behavior. Have you father ignore the dog. I must say that it is very rare for a Papillon to exhibit any kind of agressive behavior. Typically, Papillon are more inclined to be submissive.
