He doesn't need to look or say anything to him at all. He needs to let him come to him. Once he realizes that every time he comes near him he gets treats, he should start to calm down a little. Your dad needs to be calm and makes sure he doesn't tower over him and keep things positive. When he runs to you for "protection" walk away. He's not behaving appropriately and you're not going to defend him. Don't say anything to him. He's tuning out your words. Your dad needs to start throwing treats at the dog when he walks by. I highly doubt that it is an Alpha situation as your dog is still far too you to be fighting for dominance. Never try to force interaction with a Papillon, as this will make them more inclined to perform the negative behavior. Have you father ignore the dog. I must say that it is very rare for a Papillon to exhibit any kind of agressive behavior. Typically, Papillon are more inclined to be submissive.
