I just got a papillon puppy yesterday!
I had been wanting one ever since I was a kid. Once I started seriously looking for a puppy, it took me about 4 months to find one. I'm glad now that I waited and found exactly the puppy that I wanted, even though it took longer then I would have liked.
I really love having him but he is a lot of work!
About breeders - you can look online for good breeders too. These days it isn't uncommon to have puppies flown in from breeders across the country. You don't have to neccissarly stick to your local area, which can make it easier to find what you're looking for. Make sure you actually talk to the breeder, get pictures and maybe even videos of their dogs, references, and make sure their adult dogs have passed health checks - checks on eyes and knees are especially important with papillons. A responsible breeder will have a spay/neuter contract for dogs sold to pet homes. And health grantees are a plus, some breeders offer 1 or 2 year health grantees so you are protected if the dog develops any genetic problems within that time.
There are also papillon breed rescues, but they never had any puppies when I was looking, only older dogs. You could also call your local shelter and tell them what your looking for, and they can call you if they ever have one up for adoption.
I know it can be frustrating but just keep looking and you'll eventually find your perfect puppy - I know I did! :)

Color should be one of your last concerns, temperament is far more important. "Soon" shouldn't be a concern either, take your time and find the perfect pup.
Breeder referrals may be found here:http://www.papillonclub.org/pcabreedersl…
If that $1,000 on up price tag reputable breeders have is too much for you try a rescue or shelter:http://www.pcarescuetrust.org/http://www.petfinder.com/
Any information you could possibly want to know about Papillons can be found here:http://www.papillonclub.org/
