Well, I have a Chihuahua, and I am getting my second one on Monday...Chihuahua's are known to "pack" with other Chi's better than packing with a different breed...And he needs a companion...I feel sorry for the little guy, because my parents have a Boston, and my Chi gets to see him every now and then..He gets sooo happy to play with another dog...So, I am getting another Chi for him.
Are you wanting a male for breeding purposes? Since it is hard to find Chin's it would be cool...but it would also contribute to the over abundance of dogs that we already have...I would suggest that you stick with another female since it is hard to find a male. Papillions are sooo cute! I am sure that your girl will get along great with one. Same with a Yorkie since they are all small affectionate dogs...It really depends on what breed you feel more comfortable with...Some require more grooming than others...so you might want to look at that too... I'm sure that getting a companion for your girl will help her come out of her shell more..but, she is still a baby...so that could be why...

Two of the same breed of dog but of the oposite sex is always the best pairing. They have the smae levels or at least very similar enegry levels and they play the same way.
A Pappillion would do well with a Chin. Yorkies are terriers and can be terriosts. They are great dogs but very fiesty and like to be in charge. I have a freinds whose Yorkie chases the neighbors german shepard out of their yard. Good thing the other dog runs.
I would try for one of the same breed first with a Pappillion second and the Yorkie as a last choice.

all the breeds you mentioned are very nice little dogs even mixed breeds but if you are really leaning towar a chin look for reputable breeders of japanese chin's on the internet, they can help you with all your questions, the only problems that i can see that might arise with getting another dog especially a new puppy would possibly be jealousy issues with the older dog your girl has been an "only child" for a while she may not like someone moving in on her territory, and if the new one is not yet housebroken your older pup may revert back to going to the bathroom on the floor, but another puppy may help her to come out of her "shell" or she may just become dependand on the new doggie and still be shy, possibly even more so

Hmmm well getting another dog will encourage her to ger out of her shell a bit, and she will have another companion to play with. I would suggest you get a Maltese or a Shitzue they are very affectionate and lovable dogs, however I also think papillons are beautiful.
