I Have A New Puppy, A Papillon…potty Training And Whining?

I got a new puppy last Wednesday. He is 4 months old and I got him from PetLand. As you know, at places like that, they allow the dogs to relieve themselves in the kennel because there are holes. Well now he has a big problem with going in his kennel. I am trying to kennel train him so when I’m at school, or even just gone for a little, he has no problem being in there. I tried to make it comfortable for him because I know it is supposed to be a comforting place for him to rest. But, he’s constantly using the restroom and there and walking all in it. I have to give him a bath daily. He refuses to go to the bathroom outside. He has no problem going in my room, or in the living room. I have puppy pads in my room, but he won’t use those either. I went and got a spray that has the scent that encourages them to eliminate on a certain spot. That’s not working either.
I need help on that and also..
whenever I put him in his kennel, he wines the entire time. I ignored it for three nights, but it’s not getting any better. My neighbors have told the office about the whining. It happens to be finals week so noone is very happy with the excessive noises. My mom suggested a light shock collar (the ones that make the high pitch noise) but I don’t really know if I want to buy one. He just won’t be quite. Sunday night, he whined and yelped for atleast 5 hours straight. He had a cough sunday because of it. Please help me out!! SOON AS POSSIBLE!!!

    I suggest that when you take him out, stay out there with him until he eliminates as much as possible. Don’t give in. Repeat this process until he gets the message. When he is finally house broken, he could sleep in your bed so he wont whine.
    But, for now, just get him some toys and put it in the kennel. Then when you leave or when its time for him to go to bed, you should buy a chewable toy dog, the ones you can buy at petsmart or petco or petland. Next, get a clock that goes tick- tock. It would remind him of his playmates hearbeat.
    Also, you should get a kennel with holes, and put a puppy pad under the kennel. Also, DO NOT get him a shock collar.

    The shock collar isn’t the best idea, but if it gets REALLY REALLY REALLY REALLY bad, then get one if you must.
    It would be a good thing to talk to your vet and consider seeing a professional dog trainer/behaviorist.

    but don’t just give them random

    Don’t bathe him daily. Once a month is plenty. Just wipe or rinse him off other times. The soap is stripping his skin and drying it out.
    This dog should see a vet. It’s common for pet stores to sell puppies with disorders of some sort, illnesses, etc. The dog may be in pain. Pet Stores are very dishonest, which is why I tell people to never buy from them.
