give him toys. When he chews on things hes not allowed too, offer him the toys.
I would think you are overwalking him, a pappillon doesnt need that much exercise a day.
For the toilet training, taking him outside every 2 hours, during the day to relieve himself. persistance is the key.
You can also try to squirt him with water when he chews on anything hes not allowed too, but that is only helpful long term if it is habitual.

    how old is he?
2-3 hours of walking is a lot, but honestly, I have a pap that actually needs about that much or she is stir crazy. Of course ours isn’t walking most the time (we only do about an hour of walking) but other training and exercise. She’s an active girl…. Paps aren’t so much about physical exercise but mental exercise. Try some games and maybe decrease the exercise and increase the training in short amounts.
First of all, does he have plenty of toys and chewies? I like bully sticks personally and give them as chews. You can also give raw bones as well. When he’s chewing something wrong, give him something appropriate to chew on. Also, buy some bitter apple and spray on things you want him to not chew. That should discourage it.
As for the potty, I don’t really know other than let him out more often.

First of all you can’t punish him for chewing after the fact. You need to catch him in the act so he knows why he is being punished. Don’t give him the opportunity as much as possible pick everything you can up. When you do catch him chewing tell him no take the item away and give him an alternative such as a dog toy. You have to be consistent and persistent.

get some sour apples spray and spray it on the fake trees and keep your clothes where he can’t reach it … and if he can open your drawers, I dought it, but find something that would make a weird somewhat loud noise that goes off when he does it, he won’t do it anymore because getting clothes = terrible sound.
