Sounds like a chihuahua to me. They don't need walks all the time. Not Frenchies! the are Veryy hyper dogs. Chihuahuas are a one person dog and just want nothing more to cudle. But they can be tricky to find and you can step on them alot. Theydon'tt need much grooming. Just a bath hear and there. Also my grandma has a mini american eskimo. they shed though and they can be hyper. I only know this from her dog soreallyy energy is all in the dog. But all the frenchies ive met are hyper.
If you find the breed you want check out petfinder. Has local listings ofshelterr dogs needing a home.
For info about the breed your looking at try dogbreedinfo.com

I think that anyone who is in a small apartment and also has issues with his or her back should stick to a small breed. I have never heard that poodles are easier to house break. In fact, most toy breeds take longer and need an owner who is willing to take the time. Fifteen minute walks are adequate for any toy breed, and clean up of their droppings is easy as well.
Many of the smaller breeds require substantial grooming and ear plucking to maintain healthy coat as mats can cause body sores. High maintenance grooming for poodles, pekenese, shih tzu, yorkshire terrier, maltese.
Either smooth or long coated chihuhua, Papillon, toy fox terrier, miniature pincher may be more suitable for your lifestle. The last 3 tend to require more activity and can be plucky.

Both are excellent choices of dog breeds, both are highly intelligent.
Dont know anything about paps needing more exercise or being harder to toilet train.
If you get a puppy from a pet store- then it will most likely be hard to toilet train. This is because pet stores often dont take puppies out of their cages to go to the toilet- so they learn to go where they live- and also because many pet store puppies are from mills- where they are kept in cages in appalling conditions.
Both dogs should be fairly easy to train- obedience is definately a good idea for any new dog- it helps to train your dog and socialise it with people and other dogs.
Papillions are a bit less barky than toy poodles. They do require grooming as they have a long coat- but are not nearly as hard to maintain as a poodle.
If you choose to get a poodle you should have it professionally groomed from an early age- but if you dont trust the groomers near you, I would opt out of getting a dog that required excessive grooming.
Both dogs will benefit from being walked, but if you cant, and you can make up for this by playing and teaching your dog tricks, im sure they will forgive you for it- as long as there is a backyard to play in, and they are getting enough exercise at home, both little dogs should be pretty happy. good luck!

I think that since you're uncertain yet, you should try this breed-selector quiz first to find out which small breed of dog matches your personality, your lifestyle and your other requirements.
Good luck!http://dogtime.com/matchup

Neither breed sounds right for you. If you're ok with larger dogs, you could do a Great Pyrenees or a Greyhound.
Great Pyrenees- http://animal-world.com/dogs/Working-Dog…
Greyhound- http://www.canadasguidetodogs.com/hevene…
Hope this helps!
